City of Cambridge Seeks Net Zero & Passive House Programmes

The Cambridge City Council is seeking programmes from architects to deliver a mix of two- and three-bedroom homes, as well as one and two-bedroom flats, on two separate lots that will ultimately involve eight project sites. The projects must be net zero carbon and meet Passive House standards. The contract offered by the council for the project is estimated to be valued at £188,000 and the application deadline is September 1, 2021.

According to a brief released by the council, the city is “actively seeking to build new affordable housing for rent across the city. CCC [Cambridge City Council] has identified eight potential small sites in two lots which may progress as housing infill and requires design services to inform the further progressing and potential development of these sites.”

“The two services up to and including RIBA stage 4 in accordance with the RIBA Plan of Work 2020 include services for: 1. architectural services including surveys, landscape design, Passivhaus design, and planning advice to achieve planning recommendations for approval; and 2. M&E design and PHPP (Passivhaus consultancy).”

The city of Cambridge, which is located approximately 80 km north of London, is one of the fastest growing cities in the United Kingdom and suffers from a shortage of high-quality affordable housing. The phased project will help ameliorate that issue and is expected to be completed by 2031. According to the Architects’ Journal, teams selected for the contract “will be paid 10 per cent on completion of initial feasibility, 25 per cent once a concept design is agreed, 40 per cent on the submission of planning, and the final 25 per cent once a planning decision notice has been issued.”
